SUBJECT: AEROTEST OEPRATIONS, INC. - ACKNOWLEDGEMENT OF RESPONSE TO
NRC INSPECTION REPORT 050-00228/2023-001 AND NOTICE OF VIOLATION
Dear David Slaughter:
On August 24, 2023, the U.S. Nuclear Regulatory Commission (NRC) cited Aerotest Operations,
Inc, (AO) as described in NRC Inspection Report 050-00228/2023-001 (Agencywide Document
and Access Management System [ADAMS] Accession No. ML23219A188) with an enclosed
Notice of Violation which required you to respond in writing within 30 days. You responded by
letters dated September 9, 2023 (ML23255A036 and ML23255A034) and October 2, 2023
(ML23279A106), in which you disputed one of the violations (EA-23-118) and one minor violation.
The violation involved failure to maintain in effect and fully implement all provisions of the NRC-
approved Certified Fuel Handler Training and Requalification Program. The minor violation
involved failure of the Reactor Safeguards Committee to meet at least annually. In accordance
with Section 2.8 of the NRC Enforcement Manual, the NRC is currently reviewing your basis for
contesting the violations. Accordingly, we will provide the results of our evaluation by written
response within 90 days of the receipt of your response letter.
In your letter dated October 2, 2023, you accepted the violation regarding the failure to route the
survey meter to the electronics shop for adjustment and/or repairs when a meter was more than
20 percent off expected readings. After reviewing the information, you provided in your response
to the violation, we have concluded that your completed and proposed corrective actions appear
to adequately address the regulatory noncompliance as described in the Notice of Violation. We
will review your implementation of these corrective actions during a future inspection to determine
whether full compliance has been restored and whether compliance will be maintained.
In accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding,
of the NRCs Agency Rules of Practice, a copy of this letter will be made available
electronically for public inspection in the NRCs Public Document Room or from the Publicly
Available Records (PARS) component of the NRC's Agencywide Documents Access and
Management System (ADAMS). ADAMS is accessible from the NRC Web site at
