Nonconservative Technical Specifications

A Nonconservative Technical Specifications is when a TS may not be designed for all possible considerations. Typically, a licensee would hold a more strict requirement then what the TS requires. In this circumstance a licensee should eventually "fix" their TS with a license amendment request.
