Haddam Neck Plant Proposed Revision to Technical !pecifications Electrical Power Systems iTAC No. 66797)

On November 17, 1937 Connecticut Yankee Atomic Power Comp 2ny (CYAPCO) submit-ted a proposed amendment to facility Operating License DPR 61, by incorporat- )

ing the changas identified in Attachment 1 of Reference (1) into the Tec1nical Specifications of the Haddam Neck Plant. The proposed changes incorporated degraded grid voltage protection requirements. Specifically, the proposed changes involved the addition of operability requirements for offsite and onsite power sources with limiting conditions for operations (LCO) and time requirements for corrective actions to Technical Specification 3.12 Station Service Power. In addition. Technical Specification 4.2 was modified to include requirements for testing and channel calibration of the undervoltage instruments. During an NRC meeting on February 25, 1983, certain changes were identified which would require CYAPCO to revise the proposed license amend-ment. It was agreed that CYAPC0 would revise the proposed license amendment and submit a new Technical Specification 3.12 entitled "Electrical Power System" which would incorporate the degraded grid requirements in the Westinghouse (W) Standard Technical Specification (STS) format.

Accordingly, pursuant to 10CFR50.90, CYAPC0 hereby submits a revision to tne proposed amendment (Reference (1)) to its Operating License, DPR 61, by incorporating the changes identified in Attachment 1 into the Technical Specifications of the Haddam Neck Plant. This submittal supersedes Reference (1) in its entirety.

3) incorporate industry improvements, 4) convert the technical s pecification format into that of NRC approved W STS, and 5) incorporate requ' rements for battery discharge testing as required by the Systematic Evaluation Program (SEP) Topic Vlli 3.A. Station Battery Test Requirements.

h in the course of evaluating the impacts of the test program on EDG tatlure probability, we have developea preliminary engineering data that suggests that alternative EDG testing frequencies may improve safety. We believe that EDG testing frequencies should be nptimized to provide an improved degree of protection to that provided by the STS. We plan on addressing this issue genaritally for all four of our plants in a future submittal.

ConsisteH m 5 Reference (1), CYAPC0 is resubmitting Section 4.2 "Operational Safety lu which provides requirement? for ralibrating the level one, level two, and level three undervoltage instruments and performing channel functional tests. Table 4.2-la "Emergency Bus Undervoltage Instrumentation" is being added to set forth the number of required channels, the applicable modes, the limiting condition for operation and the action requirements.

Attachment 1 provides a description of the proposed changes.

CYAPCO has reviewed the proposed changes in accordance with 10CFR50.92 and has determined that they involve no significant hazards considerations. The basis of the determination is discussed in Attachment 2.

Moreover, the Commission has provided guidance concerning the appitcation of the standards in 10CFR50.92 by providing certain examples (March 6,1986. FR 7751) of amendments that are considered not itkely to involve a significant hazards consideration. The changas proposed herein are envelcped by example (ii), a change that constitutes an additional limitation, restriction or control not previously included in the Technical Specifications. These proposed changas would add LCOs and :urveillance requirements for the electri-cal power systems. This will help ensure the operability and reliability of the A.C. and 0.C. power sources and associated distribution systems during operation, and ensure that sufficient power will be available to supply the safety related equipment required for: (1) the safe shutdown of the facility and (2) the mitigation and :.ontrol of accident conditions within the facility.

As requested. Attachment 3 provides a mark up of the W STS.

Based upon the information in this submittal, there are no significant radio-logical or nonradiological impacts associated with the proposed changes, and the proposed license amendment will not have a significant effect on the quality of the human environment.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment.
