Dear Mr. Warden:
Enclosed are two export applications (XSOU8707/08 and XSOU8827/03), dated July 15, 2021, received by the U.S. Nuclear Regulatory Commission (NRC) from MP Mine Operations LLC. The purpose of the amendment is to update the point of contact and extend the date of expiration from December 31, 2021 to December 31, 2031. The current licenses authorize the export of thorium and uranium concentrates contained as contaminants in rare earth compounds and mixtures, for non-nuclear commercial uses only. Ultimate consignees listed on the license include all countries except those listed as Embargoed Destinations in 10 CFR Part 110.28 and Restricted Destinations in 10 CFR Part 110.29.
As a matter of process, and in accordance with 10 CFR Part 110.82, the applications will be public for 30 days before the NRC takes any action on them. If no dissenting public comments are received, and all applicable legal requirements are satisfied, the NRC will issue the amended license, after the 30-day comment period.
