' Section,6.7e of the OSTR Technical Specifications requires that a written annual report be submitted to the NRC Document Control Desk and to the Region V office. Relative to that requirement, we are transmitting the.

. enclosed interim annual report for the 1988-89 reporting period.

. At'the present time, the Radiation Center's comprehensive annual report is not completed and ready for distribution. However, all parts of the Center's comprehensive report which address topics.specifically required by the' 0STR. Technical Specifications are-finished. Therefore, in order to meet the reporting requirements in our Technical Specifications we have copied and ,

- enclosed the appropriate sections from the comprehensive report.

!- ~ We recognize that this initial (interim) report is not as nice a report

'as the final version which will follow, but it does provide the information we L are required to submit. For your reference, Part IV, Reactor, addresses l Technical. Specification annual report topics 6.7.e.1 through 6.7.e.5, while Section E of Part I (pages I-9 through I-12) and the tables taken from Part V,

- Protection, of the comprehensive report summarize the radiological data required by Section 6.7.e.6 of the Technical Specifications.

As we mentioned in last year's letter of transmittal, the comprehensive

% Radiation Center /0STR annual report is used to satisfy several different reporting requirements including those of the U.S. Nuclear Regulatory Commis-sion,- the U.S. Department of Energy's educational fuel assistance program, the reporting requirements of the Oregon Department of Energy, and the reporting policies of Oregon State University for periodic reports from its various operating units. In order to better satisfy the diversified objectives of our annual report, we felt that, when possible, it would be best to issue the report in a completely finished form. strengthening our image as a unique and valuable institutional teaching and j research facility at Oregon State University.  !

Rather than continue issuing an interim annual report to the NRC to meet current reporting requirehients, we believe that it would serve everyone's purposes better if we could simply submit the Center's comprehensive annual r report in its final form. Therefore, we are considering submission of a request for a change to our Technical Specifications which would adjust the subniission date for the OSTR annual report to a more appropriate time.  ;

However, we will deal with this matter in a separate letter should we decide ,

to take this action.
