April 2, 2019 Title: Meeting to Discuss Risk-Informing Security Date of Meeting: March 21, 2019 Location: NRC Headquarters, Commissioners Hearing Room Type of Meeting: Category 2 Purpose of the Meeting: Discuss current and potential future activities related to risk-informing security On March 21, 2019, U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 2 public meeting with the Nuclear Energy Institute (NEI) to discuss risk-informing security.
Approximately 80 people participated in the meeting, with 60 of them participating via teleconference. The staff presented current NRC activities that use risk insights in the security program and requested input and feedback from the industry and other stakeholders to help shape ongoing and future efforts to risk-inform security. NEI provided a discussion of planned initiatives for using risk in physical security and cyber security. The staff and NEI agreed to hold a future meeting focused on developing an integrated action plan that prioritizes ongoing risk-informed security activities and identifies possible future activities. Summary of Presentations:
The NRC staff provided an overview of the ongoing efforts to risk-inform security and noted that the meeting should be seen as a kick-off meeting to begin working closely with stakeholders to holistically risk-inform security. The staff noted that risk-informing security should focus on realism and the concept of reasonable assurance and should not rely on Probabilistic Risk Assessment analyses and quantitative data, especially in the area of physical security.
Additionally, the staff emphasized that the use of risk information is not a process to change the design basis threat. The staff then highlighted some of the current activities in risk-informing security, as well as possible areas of future interest, and requested that stakeholders provide feedback to help the staff identify areas to focus their efforts. Public Meeting 032119 - Discuss Risk-Informing Security In the second presentation, NEI gave an overview of their views on risk-informing security and their ongoing actions. NEI had a similar understanding as the NRC staff, as to how risk-information could be used in the security regulatory framework. The NEI presentation listed planned NEI initiatives and the speaker noted that NEI would like to work with the NRC to develop a comprehensive action plan for risk-informing security.
