Dear Mr. Oehlbert:

Enclosed is an application (XB1338), dated September 10 , 2018, from the U.S. Department of Energy, Oak Ridge National Laboratory , received by the U.S. Nuclear Regulatory Commission, for the export of 10 grams of neptunium-237 (Np-237), in the form of a solid oxide powder. The Np-237 will be used in chemical separations development at Sellafield , Ltd., in the United Kingdom. Assurances from EURATOM that the material will be subject to all of the terms and conditions of an agreement for cooperation , are required. Your assistance in obtaining the necessary assurances will be appreciated.
