Background===

SECY-23-0032 (ML23026A346) documented that the objective of the assessment is to determine whether there are any aspects of the BSSDP [baseline security significance determination process] that can be improved or further risk-informed

The working group notified the Commission via CA note of the WG's intent to use the existing members to revise the BSSDP to address internal and external feedback received and to incorporate additional risk insights to achieve a result that would most closely align with the risk significance of a security inspection concern or finding.

Public Meeting Notes 6/24

During the public meeting, external stakeholders provided the following feedback:

1.

Consider changes to the entry and exit criteria for the Significance Screen for Physical Protection (Figure 4) within Inspection Manual Chapter 0609, Appendix E, Part 1.

2.

Evaluate the exportability gap between human performance errors and programmatic issues as they relate to a licensees defense-in-depth.

3.

Suggest the NRC contemplate additional risk questions related to physical security findings that could lead to further risk informing the BSSDP.

4.

As the NRC moves forward, consider providing the public more detailed information and rationale for the public to better understand the proposed changes and can have a more fulsome discussion and comment more fully on the NRCs proposed changes to the BSSDP.

Working Group Objectives In Phase II, the WG aims to accomplish the following:

1) Revise the existing the BSSDP where appropriate to better facilitate uniform application across all regions and achieve repeatable, consistent results.
2) Identify specific areas of improvement for the BSSDP training course(s).
3) Develop a strategy to further risk-inform and modernize the BSSDP by incorporating insights based on the current risk environment and risk thresholds.

Evaluate survey feedback/problem statement/areas for BSSDP improvement; set initial taskings to identify, develop, organize, and document BSSDP improvement ideas, including options 10

Develop proposed changes for Commission approval to enhance the existing process or develop a new method by which identified performance deficiencies are dispositioned

Working Group Recommendation 11 Based on this analysis, the working group recommends Option 2, a revision of the BSSDP.

BSSDP Revision I.

Discontinue use of figures 7-11 for the processing of physical security findings and enhance reliance on the Significance Screen, to include adding more examples II.

Explore additional entry criteria (figure 4) and further define low/medium/high thresholds Note: Option 2, as proposed, would include the improvements described in Option 3 (i.e., clarifying guidance).
