Scope of Meeting
- NRC is gathering input on its implementation of Section 507, Improving Oversight and Inspection Programs, of the Accelerating Deployment of Versatile, Advanced Nuclear Clean Energy Act of 2024 (the ADVANCE Act).
- The scope of this meeting is limited to the NRCs Oversight and Inspection Programs for nuclear materials and decommissioning licensees, including:
- Decommissioning and Uranium Recovery
- Fuel Facilities
- Nuclear Materials Users
- Spent Fuel Storage and Transportation 6
ADVANCE Act Section 507
- The ADVANCE Act was signed into law in July 2024
- Section 507 requires the Commission to submit a report to Congress (due one year from the date the Act was passed) that identifies specific improvements to the nuclear reactor and materials oversight and inspection programs that the Commission may implement to maximize the efficiency of such programs through, where appropriate:
- The use of risk-informed, performance-based procedures;
- Expanded incorporation of information technologies; and
- Staff training 7
ADVANCE Act NRC
- The NRC efforts on Section 507 are part of the NRCs overall implementation of the ADVANCE Act.
- The ADVANCE Act requires the NRC to take a number of actions, while maintaining the NRCs core mission to protect public health and safety.
- The NRC has established a public website (https://www.nrc.gov/about-nrc/governing-laws/advance-act.html) to inform and engage external stakeholders during implementation of the ADVANCE Act.

- The NRC issued a Federal Register Notice on September 26, 2024, covering public meetings related to the agencys implementation of the Act.
- Individual project teams have begun hosting public meetings to inform external stakeholders and collect comments on their assigned tasks.

ADVANCE Act Section 507 Requirements
- Assess specific elements of oversight and inspections that may be modified by the use of:
- Technology;
- Improved planning; and
- Continually updated risk-informed, performance-based assessment, including use of travel resources; planning and preparation for inspections; and document collection and preparation.

ADVANCE Act Section 507 Requirements Identify and assess measures to improve oversight and inspections, including (A) elimination of areas of duplicative or otherwise unnecessary activities; (B) increased use of templates in documenting inspection results; and (C) periodic training of Commission staff and leadership on the application of risk-informed criteria for
- (i) inspection planning and assessments;
- (ii) agency decision-making processes on the application of regulations and guidance; and
- (iii) the application of the Commissions standard of reasonable assurance of adequate protection.
