Dear Dir. Warden:

Enclosed is an application (XCOM1365), accepted by the U.S. Nuclear Regulatory Commission on January 12, 2023, from Westinghouse Electric Company, LLC, for the export of reactor and fuel components as listed in paragraphs 5-8 and 11 of Appendix A to 10 CFR Part 110 to China.

These components include Rod Cluster Control Assemblies, Gray Control Rod Assemblies, Wet Annular Burnable Absorbers, Secondary Neutron source assembly, zirconium tubes, grids, straps, dashpots, guide thimble tubes, instrumentation tubes, springs, screws, nozzles, plugs, pins, thimble plugs, primary source assemblies, primary source assembly kits, lock tubes, top nozzle inserts, pellet state bases and standoff tubes. The proposed exports will be manufactured into fuel assemblies for use in Xudapu Nuclear Power Plant, Units 1 and 2, and Lianjiang Nuclear Power Plant, Units 1 and 2.

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
