LETTER NOMINATING NUCLEAR REGULATORY COMMISSION STAFF TO THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS STANDARDS COMMITTEE ON CRANES FOR NUCLEAR FACILITIES
Dear Ms. Fraser:
I would like to nominate Mr. Raul Hernandez as authorized U.S. Nuclear Regulatory Commission (NRC) alternate representative to Mr. Steve Jones in the American Society of Mechanical Engineers (ASME) Standards Committee on Cranes for N uclear Facilities (CNF).
Mr. Hernandez is a Safety and Plant Systems Engineer in the NRC s Office of Nuclear Reactor Regulation (NRR) and is responsib le for licensing activities in the area of cranes for nuclear facilities. If not yet granted, we request that Mr. Hernandez b e given access to ASMEs C&S Connect.
In accordance with the Office of Management and Budget Circular No. A-119, "Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities," dated January 27, 2016, the participati on on a committee of an NRC-authorized representative does not connote agency agreement wit h, or endorsement of, decisions reached by the committee, or of standards approved an d published as a result of the committees efforts. Agency representatives participating on co nsensus standards developing groups will, to the extent possible, ascertain the views of the agency on matters of interest and will express views that are consistent with established agency views.
However, the NRCs endorsement of these standards, if desired b y the NRC, would be part of a separate activity such as incorporation by reference into rulem aking or endorsement in an NRC regulatory guide.
