SUMMARY

OF MEETING WITH WESTINGHOUSE TO DISCUSS REACTOR COOLANT PUMP (RCP) THERMAL BARRIER DEGRADATION The subject meeting was held at the Nuclear Regulatory Commission (NRC) offices in Rockville, Maryland on October 22,1997, between representatives of Westinghouse and the NRC staff. The NRR staff requestad Westinghouse provide additionalinformation regarding the RCP thermal barrier degradation that occurred in France and the susceptibility of RCPs in the U.S. to similar degradation. Attachment 1 is a list of meeting participants. Attachment 2 is the presentation material that Westinghouse provided after the meeting via letter dated October 29, 1997.

The meeting consisted of a summary of the information regarding the French RCP thermal barrier degradation, a comparison of the different models of RCP and the similarities and differences between the U.S. RCPs and the French model that experienced the degradation, a discussion of the cause of the degradation, the susceptibility of U.S. RCPs to simi,ar cracking, and the RCF maintenance recommendation.

'A There are several unique features of the EDF French RCP that do not exist in the U.S. RCPs, including a single seal injection point, the material used in the pump, a machined notch, and the solami. (The sotami is the commercial name for a product of layered foil metal used to provide p( 'g' therma! Insulation between the thermal barrier housing intemal diameter and the cooling coils.)

The single sealinjection point results in nowniform flow in the RCP which results in uneven stresses. Westinghouse and EDF performed a thorough analysis of the degradation and

- the staff inquired whether licensees with model 93 RCPs were made aware of the EDF type 3 cracking potential in response to questions regarding the applicability of Information Notice 97 31. Westinghouse responded that the meeting material was sent to the Westinghouse Owners Group, the information will be addressed in an upcoming RCP workshop, and Westinghcuse is planning to issue a Technical Service Bulletin.
