PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD November 5 - November 19, 1987 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent inspection reports will address many of these topics in more detail.

k ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD November 5 - November 19, 1987 1.0 Plant Status As of 8:00 a.m., on November 19, 1987, Unit 2 and 3 are in a cold condition  !

per the March 31, 1987, NRC Order with coolant temperatures less than 200 degrees Fahrenheit. Unit 3 core off load is complete.

2.0 Facility Operations Summary  ;

Unit 2 is completing a refueling outage which began March 13, 1987. Final work is being performed to support the reactor pressure vessel hydrostatic test. Unit 3 has been.in a cold shutdown condition per the March 31, 1987, NRC Order since April 1, 1987. The Unit 3 recirculation system pipe replacement outage is in progress. Preparations are underway to commence piping decontamination.

3.0 Items of Special Interest 1

3.1 On November 18, the FBI arrested four licensee and two contractor employees on charges that they distributed methamphetamine at Peach Bottom and other locations in York County, PA.

3.2 In a letter dated November 9, 1987 the NRC requested that Philadelphia Electric Company respond to claims that a former contractor employee has been discriminated upon due to his bringing safety concerns to the attention of the NRC. This indivudual has filed five such complaints with the Department of Labor for their investigation.

3.3 The Philadelphia Electric Company submitted its comments on the '

Systematic Assessment of Licensee Performance (SALP) Report which was issued by the NRC on September 8,1987. The comments outlined actions which have been or will be taken to improve areas discussed in the SALP Report, j 1

4.0 Other Items of Interest 1 4.1 On November 6, at 10:56 a.m. the offsite power supply to the Technical Support Center (TSC) and Emergency Operating Facility (EOF) tripped. Power was returned to the line at 11:32 a m.;

however, the supply breaker was not reclosed due to trouble-shooting activities. The operating shift manually started the Unit I diesel generator (DG) to supply power to the TSC/ EOF. Apparent problems with the TSC/ EOF DG and/or the output breakers prevented the DG from supplying EOF power. a 4.2 On November 6, a licensee engineering and design review found cables "

of redundant systems did not meet minimum channel separation criteria.

The. raceways and conduits were installed as a modification to reactor water level. instrumentation during the current refueling outage. In the event of a fire in the cable spreading room, Emergency Core j Cooling Systems (ECCS) may not have automatically actuated on low .

reactor water levels as designed. The reactor mode switch was blocked ,

in the shutdown mode pending resolution, and an hourly fire watch was j established. '

4.3 On November 12, a Reator Water Cleanup (RWCU) isolation occurred on Unit 2. In addition, a nonregenerative heat exchanger outlet high  !

temperature alarm, and all three RWCU pump cooling water high I temperature alarms were also received. A fuse for the four tem- l perature indicating switches was found blown. The fuse was replaced but power was not restored. An investigation found a breaker open i per a blocking permit for work related to the hydrogen addition modification. The permit was cleared, the breaker was closed, and the isolation was reset within 45 minutes of the isolation.

I 4.4 On November 18, 1987 five bomb threats were received at Peach  !

Bottom. The licensee evaluated the threats and conducted searches in accordance with established procedures. The licensee determined that the threats were not credible and the searches conducted did not indicate any explosives were on site.

The resident inspectors are following the licensee investigations and corrective actions regarding these occurrences.

5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant activities between November 5 and November 19, 1987. These individuals consisted of the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, coantrol room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

The resident inspector routine inspection report (numbers 50-277/87-25; 50-278/87-25) for the period of August 29 to October 16, 1987 was issued on November 5, 1987. No violations of NRC requirements were observed.

On November 13 region based and resident inspectors performed an evaluation of the operator team training performed at the Limerick simulator.

I A region based inspector was on site from November 9 to November 13 to review open electrical issues.

Two region based inspectors will be on site from November 16 to November 20 to inspect pipe replacement activities on Unit 3.

Region based security inspectors will be on site from November 16 to November 20 and will review the results of the regulatory effective-ness review which was issued on November 2, 1987. The review was performed from September 28 to October 2,1987.

The results of these inspections will be included in a future status report. I i
