Dear Mr. Tipton:

During the ACRS meeting on May 4,1989, Mike Williams of Union Electric pre-sented a viewgraph that maintained there would be a whole body dose savings of 5 to 45 man-rem per year per reactor if an NCRP-recommended limit of 75 microcurie-hours is adopted by the NRC for limiting occupational radiation exposure of the skin from radiation emitted from hot particles. Previously, in a letter dated August 1,1988 you had claimed that whole body dose savings corresponding to 0.6 to 1.5 person-rem per year per reactor or about one person-rem per year per reactor would result from implementation of the 75 microcurie-hour limit. Thus the dose savings claimed by NUMARC at the ACRS meeting are about 5 to 45 times the savings claimed previously on the basis of responses to two questionnaires.

We would appreciate the opportunity of reviewing any information you can provide that supports your claims of dose savings and that explains the reason for such a large increase in the claimed values of the dose savings within such a short time period. As I indicated at the ACRS meeting, the NRC staff be-lieves that whole-body dose savings are possible with an increcsed skin dose limit for hot particles; however, the staff does not have data with adequate details to support any quantitative estimates of such savings.
