Dear Dr. Reytblatt:

This is in response to your letter of February 23, 1985, in which you stated that our response to Freedom of Information Act (FOIA) request F01A-85-5 dated March 2, 1984, is incomplete.

In your March 2, 1984, letter, you requested any and all documents in the NRC's possession regarding your proposal submitted in response to Request for Proposal (RFP) RS-RES-84-101. However, the NRC has no record solely regarding evaluation of your proposal since it was not evaluated separately from other proposals. Regarding the document made available in our January 23, 1985, letter to you, portions of pages one and two and all of pages seven through sixteen of the competitive range recommendation report of the Source Evaluation Panel were not included because the staff determined that this information was outside the scope of your request. The information pertains to matters unrelated to evaluation of your proposal; specifically, it relates to the evaluations of other proposals received by NRC.

Although not subject to your request, in light of subsequent conversations between Linda Robinson, David Meyer, and you, we are enclosing a copy of a memorandum dated January 13, 1984, to Patricia Rathburn from Kellogg V. Morton entitled " Evaluation of Proposals Received Under RFP RS-RES-84-101 Entitled

'Research Support for Rulemaking.'" This document is the only record identified by the staff, other than the documents previously addressed under

.F01A-85-5, regarding RFP RS-RES-84-101.

The appeal procedure was not included in our January 23, 1985, letter to you because no infonnation was denied.
