REACTOR TECHNOLOGY TRANSFER TO PEOPLE'S REPUBLIC 0F CHINA, 10 CFR PART 810 We have reviewed the DOE analysis and our files concerning the application of IAEA safeguards in the People's Republic of China (PRC). The following is a summary of the information we have regarding this Part 810 case:

The PRC is a nuclear weapons state and, as such, is not obligated to place its nuclear activities under IAEA safeguards.

The PRC has not signed the NPT but has announced its intention to accept IAEA , safeguards on some of its nuclear activities. .

We understand that the US/PRC Agreement for Cooperation has been signed but the implementing procedures are still being negotiated to clear up the safeguards visitation rights of the U.S.A. ,

In general, we are in agreement with the DOE analysis covering the application of international safeguards. I
