Dear Mr. Thomas:
Docket No. 50-182 In accordance with 10CFR. Section 50.30.b, the attached changes to the Technical Specifications are submitted as a change to License No. R-87. Included as enclosures is a description of the proposed changes and a copy of the pages as they would appear when the changes are incorporated. Changes are identified by marginal lines.
Changes on pages 20, 21, and 23 were not included in Amendment No. 6 to our Facility License. They are being submitted at this time to bring these surveillance intervals into agreement with ANS 15.1.
" Standard for the Development of Technical Specifications for Research Reactors," and the changes agreed upon during our telephone conversa-tion concerning Amendment No. 6 The change on page 29 is being made to avoid being in technical violation of the Technical Specifications. A personnel change in another organization, over which we have no authority, brought this situation about because the specification, as originally written, is much too restrictive according to Regulatory Guide 1.8. Our requested change is modeled af ter the Regulatory Guide requirements which should be sufficient for our 1 kilowatt research reactor.
