Operating Licens,e No. DPR-50 Docket No. 50-289 Post TMI Requirements for the Emergency Operations Facility In response to your letter dated February 18, 1981, we submitted a letter dated April 16, 1981, expressing our commitment to provide the conceptual design of Emergency Response Facilities and the schedule for completion and operation of those facilities. Our thorough review of NUREG 0696 has necessitated working towards a consolidated and consistent corporate position to be implemented not only for the Three Mile Island Stati6n, but alco for our Oyster Creek Station. As a part of that process, we are presently focusing our attention on proper coordination of the Emergency Response Facilities for both plants from a corporate standpoint. Our effort

, to come up with the conceptual design information meeting the intent of NUREC 0696 and the corresponding engineering schedule is still underway due to the need for coordination. The attachment I to this letter furnishes an overview of the design concept for Three Mile Island Unit 1.

We expect to forward the conceptual design information on September 1, 1981 along with the projected completion and operation schedule.

Emergency Operations Facility The EOF will be located within a ten mile radius of the station. Telephone

performing its functions. In addition a computer terminal will aise be provided for accessing environmental infermation necessary for performing offsite radio-lor.ical evaluations.

Backup Emergency Operations Facility i A backup emergency operations facility will be.provided and will be located approximately 10 to 20 miles from the nuclear generating station. The backup i

EOF facility will have the same communications and information links as provided in the EOF.

Technical Functions Support Center A technical functions center will be provided with computer terminal connuni-cations and facsimile links tc the other emergency response facilities. The Technical Functions Support Center will serve as the engineering arm of the other emergency response facilities and will provide access to engineering information and support services as required. The existence of the Technical Functions Support Center will lessen the need for large numbers of personnel serving in a support function capacity in other emergency response facilities.

The Technical. Functions Support Center will be located in the GPU engineering offices in Parsippany, New Jersey.
