Dear Applicants and Licensees :

Beginning August 24, 2018 , the U.S. Nuclear Regulatory Commission (NRC) will no longer charge fees to process applications for specific export and import licenses. This change in policy will be effective for the duration of the fiscal year (FY) 2018 fee rule 1 .

Each year, the NRC amends the regulations governing the licensing , inspection, special project, and annual fees charged to applicants and licensees, in order to implement the Omnibus Budget Reconciliation Act of 1990, as amended (OBRA-90) . This law requires the NRC to recover approximately 90 percent of its annual fee-recoverable budget authority through fees . The regulations at Parts 170 and 171 of Title 10 of the Code of Federal Regulations establish these fees .

On June 25, 2018, the NRC published the FY 2018 final fee rule in the Federal Register2, which may be accessed at https://www.gpo.gov/fdsys/pkg/FR-2018-06-25/pdf/2018-13320.pdf. Please send any questions to the Office of International Programs' resource e-mail box at IP.Resource@nrc.gov.

As a result, the fees for conducting reviews of applications for specific export or import licenses (see fee categories K.1 . through K.5. of§ 170.21 and fee categories 15.A. through 15.R. of§ 170.31 to Title 10 of the Code of Federal Regulations) will not be charged under the final rule. To implement this , the NRC has revised fee categories K.1 . through K.5. of§ 170.21 and fee categories 15.A. through 15. R. of§ 170.31 and included a new footnote in these tables.
