Inspection of Operability

• The staff understands each licensee has responsibility for Technical Specification operability of Structures, Systems or Components.

• The Reactor Oversight Process includes inspection of operability decisions.

• When a deficient Technical Specification Structure, System or Component is deemed operable by an SRO while assessing entry criteria an inspector could evaluate the basis for that decision.
