Emergency Diesel Generators Declared Inoperable Due to a Manufacturing Design Issue By letter dated February 9, 2017, l&M, the licensee for Donald-C.
Cool<' Nuclear Plant Unit 2 submitted LER 316/2016-002-00, "Emergency Diesel Declared Inoperable Due to a Manufacturing Design Issue," to the Nuclear Regulatory Commission via letter AEP-NRC-2017-05.
The LER was reported under 50. 73(a)(2)(v)(D}, Event or Condition that Could Have Prevented Fulfillment of a Safety Function.
* On December 21, 2016, with Unit 1 in Mode 1 at 100 percent power and Unit 2 in Mode 4 during a refueling outage, the Unit 1 CD Emergency Diesel Generator (EOG}, Unit-2 AB EOG, and Unit2 CD EOG were declared inoperable due to a discovered design and manufacturing issue involving multiple diesel fuel injector pump delivery valve holders (DVH) installed on each EOG. As a result of both Unit .2 EDGs concurrently being declared inoperable, this met the reporting requirements for an Event or Condition that Could Have Prevented Fulfillment of a Safety Function.
Subsequent endurance testing of selected DVHs was performed to evaluate the expected degradation during the EOG mission and determined that the discovered design and manufacturing issue would not have prevented the EDGs from performing their -intended safety functions.
Therefore, all EDGs were OPERABLE and did not result in a loss of safety function in connection with mitigating the consequences of an accident.
Based on the endurance testing results, l&M is canceli!'.lg LER 316/2016-002-00.
The Event Notification (ENS #52456) associated with this LER was retracted on May 22, 2017.
