ThisletteramendstheTechnical Specification (T/S)changerequestcontained inourletterNo.AEP:NRC:0659A, datedApril18,1983,asperphoneconversations heldwithmembersofyourstaff.Morespecifically, intheabqvereferenced letter,werequested thatT/S6.3.1beamendedtoincludethestatement, "and(3)theOperations Superintendent whoshallnotberequiredtoholdaFacilitySeniorReactorOperator's License."

Inthisletterwearerequesting insertion ofthefollowing statement inplaceofthepreviousproposal:

"and(3)theOperations Superintendent shallobtainhisFacilitySeniorReactorOperator's LicensewithintwoyearsifhehasneverheldaFacilitySeniorReactorOperator's License.However,heshallnotberequiredtomaintainthelicense."

TheAttachment tothislettercontainstherevisedT/Spagesfor-UnitNos.1and2.Itshouldbenotedthattheamendedpagesreflectthechangeproposedinthisletter,aswellasthosepreviously proposedinourletterNos.AEP:NRC:0659 andAEP:NRC:0659A.

Allchangesareindicated byverticalbarsontherighthandmarginofthepage.Becausetheproposedchangeispurelyadministrative innature,webelievethatitdoesnotinvolvesignificant hazardsconsiderations, inthattheoperations oftheDonaldC.CookNuclearPlantUnitNos.1and2,inaccordance withtheAmendments, wouldnot:(1)involveasignificant increaseintheprobability orconsequences ofanaccidentpreviously evaluated'r (2)createthepossibility ofanewordifferent kindofaccidentfromanyaccidentpreviously evaluatedI or(3)involveasignificant reduction inmarginofsafety.83i2020351
