| :- NARRATIVE REPORT Georgia Power Company Plant E. I. Ilatch Baxicy, Georgia 31513 Reportable Occurrence Report No. 50-321/1980-058 During steady state power operation with one CRD hydraulic control unit tinoperabic, three additional CRD accumulators were declared inoperable due to their inability to maintain required pressure of 955 15 psi.

| Due to the physical arrangement of the four inoperable accumulators, Toch Specs 3.3.B.4 was not being mot.
| |
| An event of the same nature occurred again June 20, 1980, with anothcr group of accumulators.
| |
| The cause of both events was the CRD hydraulic control units not maintaining nitrogen pressure due to the cartridge valves, IC11-Flll, leaking at the packing.
| |
| The cartridge valves were repacked and each hydraulic control unit returned to service.
| |
| The method used to rebuild these valves is covered in GEr.-9582.
| |
| The valves are supplied by General Electric and are the same type and design on both Unit I and Unit II.
| |
| Problems of the same nature are expected on Unit II with increasing age of the operating unit.
| |
| i To prevent further occurrences a program will be initiated to rebuild all cartridge valves.
| |
| Due to Unit I's re-occurring problems with the cartridge valves, all of the cartridge valves will be rebuilt by the end of the next
| |
| ~
| |
| refueling outage. A follow-up report of this cvent will be submitted upon completion of cartridge valve rebuilding on Unit I.
