The report provides recommendations of an Advisory Panel appointed by the Governors of >lashington and Oregon, consisting of Mr. Charles F.
Luce (Chairman),
Mr. Edward F. Garison and Mr. Herbert M. Schwab.
No immediate action on the recommendations is expected, as implementation will require approval of both State and Federal Legislative bodies.
