Subsequent to that submittal, FPL discovered additional Technical Specification improvement opportunities with respect to the subject ESFAS functional units. FPL withdraws the previous submittal in order to provide additional time to factor in any Technical Specification improvements. The potential ESFAS vulnerabilities that were the subject of the original Technical Specification change are effectively addressed under existing administrative controls. Therefore there are no operational issues while the Technical Specification changes withdrawn by this letter are incorporated into a later amendment request that will include other related improvements.
