LICENSEE: Northern States Power Company, doing business as Xcel Energy FACILITY: Monticello Nuclear Generating Plant SUBJECT: SUMMARY OF DECEMBER 12, 2017, TELECONFERENCE WITH NORTHERN STATES POWER COMPANY, DOING BUSINESS AS XCEL ENERGY, ON POTENTIAL LICENSE AMENDMENT REQUEST TO ADOPT TSTF-425, "RELOCATE SURVEILLANCE FREQUENCIES TO LICENSEE CONTROL -RITSTF INITIATIVE 58" (EPID L-2017-LRM-0065) On December 12, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company, doing business as Xcel Energy. The purpose of the meeting was to discuss a potential license amendment request to adopt Technical Specification Task Force (TSTF)-425, "Relocate Surveillance Frequencies to Licensee Control -RITSTF [Risk Informed Technical Specification Task Force] Initiative 58" (TSTF-425) for the Monticello Nuclear Generating Plant (Monticello). The meeting notice and agenda, dated December 1, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 17335A399. A list of attendees is provided as Enclosure 1. The licensee presented information (ADAMS Accession Nos. ML 17346A084 and ML 17346A085) related to the potential amendment request. The licensee discussed the planned content of the application and the schedule for submittal. The licensee also presented draft technical specifications that would also likely be in the amendment request. The NRC staff queried the licensee about the planned content of the application and the draft technical specifications presented. The licensee provided responses consistent with the staff's expectations. Members of the public were not in attendance.
