By {{letter dated|date=April 23, 2007|text=letter dated April 23, 2007}} (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071210512), as supplemented by letters dated May 3, 2007 (ADAMS Accession No. ML071280700), and June 21, 2007 (ADAMS Accession No. ML071800318), Entergy Nuclear Operations, Inc., submitted its License Renewal Application (LRA) to the U.S. Nuclear Regulatory Commission (NRC) for the renewal of the Indian Point Nuclear Generating Unit Nos. 2 and 3 (IP2 and IP3) operating licenses for an additional 20 years. The NRC staff (the staff) issued a safety evaluation report (SER) related to the license renewal of IP2 and IP3, dated August 11, 2009 (ADAMS Accession No. ML092240268), which summarizes the results of its review of the LRA for compliance with the requirements of Title 10, Part 54, of the Code of Federal Regulations, (10 CFR Part 54), Requirements for Renewal of Operating Licenses for Nuclear Power Plants.
In its {{letter dated|date=September 23, 2009|text=letter dated September 23, 2009}} (ADAMS Accession No. ML092590684), the Advisory Committee on Reactor Safeguards (ACRS, the Committee) reported on the safety aspects of this license renewal application and recommended that the application for renewal of the operating licenses for IP2 and IP3 should be approved. The NRC staff published NUREG-1930, Safety Evaluation Related to the License Renewal of Indian Point Nuclear Generating Unit Nos. 2 and 3, in two volumes on November 30, 2009 (ADAMS Accession Nos.
ML093170451 and ML093170671).
In August 2011, the staff issued Supplement 1 to NUREG 1930 (ADAMS Package Accession No. ML11242A215) which summarizes the results of its safety review of the applicants additional information incorporating recent industry operating experience as well as annual updates required by 10 CFR 54.21(b).
In July 2015, the staff issued Supplement 2 to NUREG 1930 (ADAMS Accession No. ML15188A383) which documents the staffs review of supplemental information provided by the applicant since the issuance of Supplement 1 to the SER. Supplement 2 includes information committed to by Entergy as documented in Commitment No. 30 (pertaining to reactor vessel internals), information required by 10 CFR 54.21(b), updated information and commitments, as well as information provided in response to staff requests for additional information.
 
On August 1, 2018 (ADAMS Accession No. ML18200A333), the staff issued Supplement 3 to the SER. Supplement 3 documents the NRC staff's review of supplemental information provided by the applicant since the issuance of Supplement 2, including information required by 10 CFR 54.21(b), updated information to address new or updated interim staff guidance, recent operating experience, and updated information and commitments.
The staffs conclusion, as discussed in Section 6 of the SER, is that the supplemental information provided by the applicant does not alter the conclusion reached in the SER.
Therefore, the staffs opinion is that the conclusion reached by the Committee, as detailed in the letter from the Committee dated September 23, 2009, remains valid.
