What charcoal system is being addressed>

fuel pool off-gas or auxiliary building main stack?

The effected system is the spent fuel pool filtration system which is not the mainstack system and is not an "off gas" system.
The proposed changes to the Technical Specifications address the specific requirements for ventilation and fission product removal systems when irradiated fuel is being handled in the spent fuel pool.
Note that Sections 3.11I Fuel Handling in the Auxiliary Building> and 4.11.1, Spent Fuel Pit Charcoal Absorber SystemI deal only with the specific requirements for fuel handling.
Requirements for operation of other ventilation systems would be unaffected by the proposed change.
If the main stack> what other systems are processed via this pathway?
No other systems are processed via this pathway.
A schematic of the spent fuel pit and auxiliary building ventilation system is provided in Figure 9.4-2 of the Updated FSAR.
Exhaust fan lC takes suction from the spent fuel pit areaI through the bank of charcoal filters adjacent to the pit and discharges to the plant discharge header.
Exhaust fans lA and 1B take suction from the discharge headerI through a HEPA filter and discharge to the plant vent.
Note that the charcoal filter shown on Figure 9.4-2 to be adjacent to the HEPA in the 1A/1B suction line does not exist.
Stephen Duce of INEL was notified of this discrepancy via telephone on July 9, 1986.
Does the proposal allow for movement of fuel during power operations?
If soI what prevents reconfiguring spent fuel or movement of new fuel during power operations?
There are currently no restrictions on movement of spent fuel in the spent fuel pit during power operations.
Operation of the filtration system would be correlated to fuel assembly decay time under the proposed Technical Specification.
Nodel RETS 3.11.2.4 requires use of off-gas treatment systems whenever monthly dose exceeds 1/48th of Annual Appendix I objectives.
Does this system fit under this specification?
What about 10 CFR 50 Appendix I doses?
The proposed changes address only those requirements specific to fuel handling in the spent fuel pit.
Therefore>
RETS requirementsI found in Section 3.9.2 of the Technical Specifications, will be unaffected.
Can the fuel pool experience periods of elevated radionuclide release during non-refueling periods (i.e.I can the fuel pool be used as an evaporator)?
The fuel pool is not used as an evaporator>
but valves can be configured to transfer water from the reactor coolant drain tank to the spent fuel pool.
However< this has not been our practice.
Such action would be unaffected by the proposed change since under current Technical Specifications the spent fuel pit ventilation system would not be required to operate.
The primary purpose of the spent fuel pool filtration system is to mitigate the effects of a fuel handling accident in the auxiliary building.

By letter dated July li 1986I you requested additional information concerning the proposed license amendment related to operation of the spent fuel pit ventilation and charcoal absorber system.

Attached are the responses to the Staff questions.

What charcoal system is being addressed>

fuel pool off-gas or auxiliary building main stack?

The effected system is the spent fuel pool filtration system which is not the mainstack system and is not an "off gas" system.

The proposed changes to the Technical Specifications address the specific requirements for ventilation and fission product removal systems when irradiated fuel is being handled in the spent fuel pool.

Note that Sections 3.11I Fuel Handling in the Auxiliary Building> and 4.11.1, Spent Fuel Pit Charcoal Absorber SystemI deal only with the specific requirements for fuel handling.

Requirements for operation of other ventilation systems would be unaffected by the proposed change.

If the main stack> what other systems are processed via this pathway?

No other systems are processed via this pathway.

A schematic of the spent fuel pit and auxiliary building ventilation system is provided in Figure 9.4-2 of the Updated FSAR.

Exhaust fan lC takes suction from the spent fuel pit areaI through the bank of charcoal filters adjacent to the pit and discharges to the plant discharge header.

Exhaust fans lA and 1B take suction from the discharge headerI through a HEPA filter and discharge to the plant vent.

Note that the charcoal filter shown on Figure 9.4-2 to be adjacent to the HEPA in the 1A/1B suction line does not exist.

Stephen Duce of INEL was notified of this discrepancy via telephone on July 9, 1986.

Does the proposal allow for movement of fuel during power operations?

If soI what prevents reconfiguring spent fuel or movement of new fuel during power operations?

There are currently no restrictions on movement of spent fuel in the spent fuel pit during power operations.

Operation of the filtration system would be correlated to fuel assembly decay time under the proposed Technical Specification.

Nodel RETS 3.11.2.4 requires use of off-gas treatment systems whenever monthly dose exceeds 1/48th of Annual Appendix I objectives.

Does this system fit under this specification?

What about 10 CFR 50 Appendix I doses?

The proposed changes address only those requirements specific to fuel handling in the spent fuel pit.

Therefore>

RETS requirementsI found in Section 3.9.2 of the Technical Specifications, will be unaffected.

Can the fuel pool experience periods of elevated radionuclide release during non-refueling periods (i.e.I can the fuel pool be used as an evaporator)?

The fuel pool is not used as an evaporator>

but valves can be configured to transfer water from the reactor coolant drain tank to the spent fuel pool.

However< this has not been our practice.

Such action would be unaffected by the proposed change since under current Technical Specifications the spent fuel pit ventilation system would not be required to operate.

The primary purpose of the spent fuel pool filtration system is to mitigate the effects of a fuel handling accident in the auxiliary building.
