I am the legal director of Friends of the Earth. Friends of the Earth mailed a letter to the Nuclear Regulatory Commission p" 7b (NRC), dated October 24, 1979, requesting the NRC, under section 2.206 of the NRC Regulations, to supplement the Environmental Impact Statements of Rancho Seco, Palo Verde, and Diablo Canyon                                         Sly nuclear facilities for the purpose of considering the consequences of a Class 9 nuclear accident. Friends of the Earth received a preliminary response from the HRC, dated November 27, 1979, stating that the NRC is considering this request pursuant to 10 CFR 5 2.206 and will respond within a reasonable time.

Me,believe that         a   reasonable       time has     now passed without receiving   a response'rom the               HRC. If we   do not receive substantive response from     NRC     by January 4, 1980 (two weeks from today), we wi]1 presume that the             HRC does not intend to require the requested supplemental Environmental. Impact Statements for Rancho Seco, Palo Verde, and Diablo Canyon nuclear facilities.
