| I. Ilatch Baxley, Georgia 31513 Reportable Occurrence Report No. 50-366/1980-06.

| On January 16, 1980, surveillance procedure llNP-2-3801, Diesel Generator Manual Start, was being performed on the 2C Diesel Generator with the 2D Startup Transformer out of service. The Diesel Generator tripped prior to reaching rated voltage because normal rotational speed was not obtained within the allowed 12 seconds.

| On the subsequent attempt to perform the procedure, the governor speed control potentiometer was found to be limiting the diesel generator speed to a less than normal rpm.
| |
| The speed control potentiometer was adjusted allowing the diesel generator to obtain normal conditions within 12 seconds.
| |
| The procedure was inadequate because it did not require the operator to check the Generator Not at Sync Speed Alarm. This alarm was added to the governor controls to help eliminate start failures due to misalignment of the speed control. A revision to HNP-2-3S01 has been submitted.
