UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 March 3, 2023 MEMORANDUM TO:
Daniel H. Dorman Executive Director for Operations FROM:
Richard J. Laufer, Acting Secretary
SUBJECT:
STAFF REQUIREMENTS - SECY-22-0087 -
RECOMMENDATION FOR PROBLEM IDENTIFICATION AND RESOLUTION TEAM INSPECTION FREQUENCY The Commission has approved the staffs recommended Option 1 to maintain the team inspection portion of Inspection Procedure 71152, Problem Identification and Resolution, at a biennial frequency.
In 2020, the staff determined that it would reduce the Problem Identification and Resolution (PI&R) biennial team inspection hours from 250 to 180, beginning with the 2024 inspection cycle. The staff should not implement this scheduled reduction, but should maintain the current number of inspection hours for the PI&R biennial team inspection.
Recently, the staff combined the baseline inspection procedures for post-maintenance testing and surveillance testing into one inspection procedure. Combining these inspections results in an overall reduction in inspection samples and hours. The staff should not continue to implement the changes in minimum samples and hours in the post-maintenance and surveillance testing inspection procedure without prior Commission approval.
The direction in this SRM does not modify the criteria in SRM-COMSECY-16-0022.
