In reference to your letter of October 24, 1978, to Chairman Hendrie, the Nuclear Regulatory Commission is in the process of reevaluating its policy relative to decommissioning.
The plan for this reevaluation is described in a recent report, NUREG-0436, " Plan for Reevaluation of NRC Policy on Decommission-ing of Nuclear Facilities," March 1978, a copy of which is attached for your use.
A part of this plan involves a detailed investigation of alternate methods of financial assurance to cover decommissioning (see i
l pages 31, 32 and 41). This study is expected to guide the develop-i ment of a new policy in this area. We have found that a bond to cover a decommissioning cost of $50 millien over a 40-year period is not available unless the total amount is deposited initially with a surety company. We are looking at various alternatives of sinking funds and a combination of advanced and annual funding for decommissioning reserves.
Our plan also includes detailed studies into the technology, safety and costs of decommissioning nuclear facilities (see Section 4.0 of NUREG-0436).
These studies were initiated in 1975. One of the early reports in this series deals with the alternatives and timing of decommissioning, NUREG/CR-0130, " Technology, Safety and Costs of Decommissioning a Reference Pressurized Water Reactor Power Station," Vols.1 & 2, June 1978. That report shows alternatives

Daniel D. Wilt, Esq. of decommissioning by immediate dismantlement or safe storage for a period of time followed by dismantlement.
In the latter case there is some advantage in delaying dismantlement for up to 30 years to reduce occupational radiation exposures, but there is little to be gained from delaying longer than that.
