.Descriptica of Event On September 23, 1980, with the unit in mode 1, it was determined during a QA Audit, that the wide range and narrow range RTDs had not been calibrated within the required surveillance interval of 18 months.
This is contrary to T.S. Table 4.3-1, item 7 and item 8, T.S. Table 4.3-2, item 1.f and item 4.d, and T.S. Table 4.3-7, items 2 and 3.
This event is reportable pursuant to 6.9.1.9.c since this event constitutes an inadequacy in the implementation of administration controls.
Probable Consequences of Occurrence Since a new test was written to be performed at power, and the results were satisfactory, the health and safety of the general public were not affected.
 
==Cause of Event==
This event was due to improperly specified test frequency. The
' test frequency specified as "SPECIAL" on the surveillance test should have been specified as "Once every 18 months". Due to this improper catagorization, this test was omitted during the first refueling outage, the only feasible time at which this test,
, written, can be performed.
 
==Immediate Corrective Action==
Upon discovery of this' event, 'a' new test to be performed at power was -written and performed satisfactorily. This test calibrated the RTDs in each hot and cold leg' bypass line of the RC loops at one temperature.
The wide range Loop RTDs were not included'in the special test since they were reading consistent with other RCS indications, and they supply no-inputs to protection or control logic.
Scheduled Corrective Action The original RTD Cross calibration test ~1-PT-121 is scheddled to be performed during the heat-up from the present outage.
Actions-Taken to Prevent Recurrence The original test'which was marked, "Special" is now specified as "Once every 18 months." _It willEbe performed at refueling outages as required.
Generic Implications The frequency specified for the Unit 2 test,,2-PT-121, was also in-error and has-been corrected.
(No calibrations were' missed on Unit 2.)
