This is to confirm a conversation held on November 3,1980, between members of our respective staffs where it was mutually agreed to exempt the daily surveillance requirement for scram discharge volume components for reactor units that are shut down (i.e., mode switch in SHUTDOWN or REFUEL) for a full 24-hour calendar day. Prior to subsequent control rod withdrawal, for any reason except rod maintenance, the daily sur-veillance requirement will be fulfilled.
