Dear Mr. Denton:

Baltinore Gas and Electric Company hereby requests an Amendment to its Operating Licenses Nos. DPR-53 and DPR-69 for Calvert Cliffs Units 1 and 2, respectively, with the submittal of the enclosed proposed changes to the technical' specifications.

All changes apply to both units unless otherwise indicated.

TECHNICAL SPECIFICATION CHANGES Chance No. 1 (FCR 80-106) Add the following footnote to Paragraphs 6.91.8.b and 6.9 1.9.b:

"If it is discovered during a mode subordinate to the APPLICABILITY modes that a Limiting Condition for Operation (LCO) has been exceeded, then it must be assumed that the LCO vas exceeded during the APPLICABILITY modes unless it can be shown otherwise. Reports made pursuant to this footnote shall be made per paragraph 6.9 1 9."

Discussion This change is intended'to reouire the reporting of a condition exceeding an LCO vhen in a mode not applicable to the LCO unless it can be shown that the condition actually occurred in-the non-applicable mode.

'Ibe rationale is that, unless it can be shown to have~ occurred during the--

non-applicable-(subordinate) mode, the condition must be assumed'to have occurred during a prior (applicable) mode. This clarification is being added at the request of the NRC I&E Resident Inspector. A concession which URC T&E has allowed is that reports made pursuant to this clarification may be nade-under the less-urgent paragraph 6.9 1 9 d 0 T

(FCR 80-107) Table 3.7 h delete two snubbers as shown on the attached cheets.

Discussion The pressurizer sample control valves' packing Icak-off lines were removed because they were not being used.

Snubbers 1-38-1 and 1-38-2 were the ones used as the sunports for those pressurizer sample lenk-off lines.

Chance _No. 3 (FCR 80-1053) Paragraph L.2, specifiention section, vording change na shown on the attached page.

Discussion To allow for the operation of the plant at n AT > 10 F until the state of Maryland issues a new NPDES permit. The attached letter from Ronald Nelson of the Office of Environmental Programs of the State of MaryInnd (above stated reference) allows us to continue such operation provided we continue to conduct primary productivity entrainment studies.

Change No. h (FCR 81-07) Paragraph 3.10.5 add items a and e and change the APPLICABILITY ns shown on the attached marked-un page.

Discussion The proposed change would allow normal coolant circulation to be suspended to allow removal of relief valve RV h69 for operational testing.

This change is consistent with the requirenents of Technien1 Specification 3.9.8.

Two sources of cooling vnter for the core would still be available:

1) 23' of vnter above the core; and

2) A cross-connect from the refueling pool through the low pressure safety in.lection pump to the shutdown cooling heat exchanger and back to the refueling pool.

It is expected that the entire removal, testing and reinstallation operation vill take about two hours each time it is required.

Specifically, a change to paragraph 3.9.8 nay be nnre acceptable than a change to paragraph 3.10 5 We are nrepared to discuss this further with your Staff as soon as possible.

We request that NRC nake every effort tomview this request with a target anendment date early in February. We apologize for the short processing time.

SAFETY CO.*O'ITTEE REVIEW These proposed changes to the Technical Specifications have been reviewed by our Plant Operations and Safety Feview Cc 1ittee and Off-Site Safety and Eeview Cor.~.ittee, r.nd they have concluded that inplenentation of these chanres vill not result in an undue risk to the public health and safety.

FEE DETFTWINATION_

We have deternined, pursuant to 10 CFR Part 170 Paragranh 170.22 that this Anendnent request consists of Class IV and Class I a.endments for Calvert Cliffs Units Nos. I and 2, respectively, and accordincly, we are including BG&E Check No. B096177 in the anount of $12,700.00 to cover the fee for this request.
