Baltinore Gas and Electric Company hereby requests an Amendment to its Operating Licenses Nos. DPR-53 and DPR-69 for Calvert Cliffs Units 1 and 2, respectively, with the submittal of the enclosed proposed changes to the technical' specifications.

Discussion The pressurizer sample control valves' packing Icak-off lines were removed because they were not being used.

Snubbers 1-38-1 and 1-38-2 were the ones used as the sunports for those pressurizer sample lenk-off lines.

Chance _No. 3 (FCR 80-1053) Paragraph L.2, specifiention section, vording change na shown on the attached page.

Discussion To allow for the operation of the plant at n AT > 10 F until the state of Maryland issues a new NPDES permit. The attached letter from Ronald Nelson of the Office of Environmental Programs of the State of MaryInnd (above stated reference) allows us to continue such operation provided we continue to conduct primary productivity entrainment studies.

Change No. h (FCR 81-07) Paragraph 3.10.5 add items a and e and change the APPLICABILITY ns shown on the attached marked-un page.

Discussion The proposed change would allow normal coolant circulation to be suspended to allow removal of relief valve RV h69 for operational testing.

This change is consistent with the requirenents of Technien1 Specification 3.9.8.
