: Jennifer, I will not be able to make it to the scoping public meeting on December 12, 2019. In our FEIS comment letter, we requested GTCC waste generation be reduced to the maximum extent possible. We also requested treatment and disposal paths be identified before the generation of any waste. Please ask the company to describe (at the December 12, 2019 scoping meeting) how they intend to address those two issues. Also, when complete, please send me a copy of the scoping meeting transcription notes. An emailed document is preferred, but mail is fine too (see address below).

: Michael, Thank you for your email. The NRC is preparing a supplement to NUREG-2183 as part of the review of the SHINE operating license application. NUREG-2183 is the final environmental impact statement the NRC prepared as part of the review of SHINEs construction permit submitted to the NRC. When a FEIS has been prepared in connection with the issuance of a construction permit for a production or utilization facility, the NRC is required to prepare a supplement to the FEIS on the construction permit in connection with the issuance of an operating license in accordance with 10 CFR 51.95(b). The supplement will only cover matters that differ from the final environmental impact statement or that reflect significant new information concerning matters discussed in the final environmental impact statement. Essentially, the staff will be performing a new and significant review which will update and amend the prior analysis performed in NUREG-2183, which did consider the impacts of constructing, operation, and decommissioning the proposed facility.

[External_Sender] Request for Additional Clarification  SHINE Project  Docket ID NRC201900173 Hello Jennifer, I am looking over the Federal Register notice and docket documents relating the scoping for a supplemental EIS for the SHINE Project (docket ID NRC201900173.) The 2015 EIS addressed operational aspects of the project, so is there new information or project refinements that warrant a supplemental? If yes, please provide a summary of the new information and project alterations.

RE:RequestforAdditionalClarificationSHINEProjectDocketIDNRC201900173

Michael, Thank you for your email.

As noted in the FRN, the NRC will first conduct scoping and will then prepare a draft supplement for public comment. The NRC staff has initiated its review, the results of which will be discussed in our draft supplement

2 which will be issued in 2020. At this time in the environmental review process, the staff has not determined what is new and significant.

At the public scoping meeting on December 12, the staff will provide an overview of the NRC staff of the safety and NEPA environmental review processes, the proposed scope of the supplement to the FEIS; and (2) the opportunity for interested government agencies, organizations, and individuals to submit comments or suggestions on the environmental issues or the proposed scope. The main objectives of this meeting are to describe the environmental review process and receive public comments on the appropriate scope and content to be considered in the staffs review.
