This letter and its Attachment respond to I.E. Bulletin No. 83-03, titled " Check Valve Failures in Raw Water Cooling Systems of Diesel Generators".

We have reviewed the Raw Water Cooling System for the Emergency Diesel Generators (EDGs) at the Cook Nuclear Plant. A listing of the check valves in the piping loop to the EDGs is as follows:

L These ESW check valves, which are included in our IST Program, are 6" Centerline split center spring loaded check valves. These check valves are tested quarterly in accordance with Section XI, ASME Code, 4

- 1974 Edition, Summer 1975 Addenda, by Operations Procedures No.

1-OHP-4030.STP.022 and No. 2-OHP-4030.STP.022. " Essential Service Water System Test".

This is a functional test to determine forward flow.

These ESW check valves have been visually inspected since 1979, by job order ESW-143 was initially inspected in 1979 and found not seating properly. The impaired condition of this valve led to subsequent inspection of ESW-111, ESW-112, ESW-113 and ESW-114 in Unit 1, and ESW-141, ESW-142, ESW-143 and ESW-144 in Unic 2 1

- during 1979.

These valves were included in Maintenance Procedure 12 MHP 5021.032.001L in April 1982. This Maintenance Procedure, which requires disassembly and inspection of the valves, was not part of our IST Program. However, the valves' inspection is a compulsory part of the procedure and it is mandatory that the inspection be performed during each refueling outage.

The requirement to perform an internal visual inspection of valves designated ESW-111, ESW-112, ESW-113 and ESW-114 Unit 1 and ESW-141, ESW-142, ESW-143 and ESW-144 has been added to the Inservice Inspection Program in QHI-5070 entitled Inservice Inspection.

The Maintenance Inspection history is contained in Attachment No.

I to this letter. Inspection documentation for ESW-111,112,113 and 114 in Unit 1 and ESW-143 and 144 in Unit 2 during 1981 cannot be located.

Item 5 of IE Bulletin No. 83-03 requested a report be submitted on the initial valve. verification as discussed in Item 3.

The aforementioned inspection development and the maintenance history are j

presented in satisfication of the initial inspection report requirement.
