The referenced Federal Register Notice proposed to reduce the rate by which licensee employees are rando:aly tested from 100 percent to 50 percent of the workforce population, but to continue randomly testing 100 percent of the contract and vendor workforce.                       Wolf Creek Nuclear Operating Corporation (WCNOC) supports the position of the Nuclear Management and Resources Council (NUMARC) and supports the NRC decision as it applies to licensee employees, but believes the random testing rate for contractors and vendors should also be at 50 percent. The proposed change may create administrative burden due to the maintenance of two separate testing pools and unnecessary complication.
