Board as well prior to oral argu?ent to provide. additional guidance to the parties on par,ticular areas of interest to the Board.

The management phase of this proceeding is extensive, including the initial hearing in 1980 and 1981 and the reopened hearing in 1981 and 1982 which together encompassed almost four monthc of hearing time and during which about eighty witnesses appeared.

In these circumstances, Licensee believes that some guidance on the issues of particular concern to the Appeal Board would assist all parties in making best use of preparation time so as to enhance oral argument for the Board.
