I. DISCUSSION Intervenor believes that all Board Notifications that are relevant and material to the issues and facts of this licensing proceeding should be disclosed to the parties. It is Intervenor's position that full disclosure is necessary to create an adequate record in this proceeding and to ensure that justice is served. Full disclosure should include the disclosure of all witnesses advancing allegations as well as the supporting evidence. Intervenor would not request a stay of the proceeding as along as there is full disclosure of facts and witnesses and adequate time to brief any issues which require such.
