As a result of the damper being blocked open the carbon dioxide fire extinguishing system was considered ineffective and was isolated to prevent CO2 from entering the ventilation system. 'Ike limiting con-ditions for operation were invoked and a continuous fire watch with backup fire suppression equipnent was assigned to the area.
