'Ibe Operations Support Centers (OSC) shall contain controlled ,:j oopies of the Emergency Procedures. IMEDIATE ACTIONS j l1.0 Emergency Director shall: 1.1 Assign operator as the OSC Coordinator. If available, an cperator 'with supervisory experience (SSV or. Shift. Supt. type) should be used or called in per Appendix P of EP-209 call list to man this position. 2.0 Personnel Safety Team T er shall: 2.1 Assign HP as Aux OSC Coordinator and ensure Aux. OSC is manned with Bealth Physics personnel. 3.0 Operations Support Center Coordinators or designees shall: 3.1 Assign an individual the duties of Operations Support Center Connunicator and Status Board Keeper. Ensure that a log is available for the comrunicator's use. 3.2 Direct the Operations Support Center Comunicator an'd Status Board ~ Keeper to verify operability of the ocurnunication systems as outlined in the attached Appendices. (See Appendix EP-202-2 for Aux. OSC and Appendix EP-202-1 for the Shift OSC). 3' 3.3 Notify the Control Roczn when their respective Operations Support Center is manned and that ocnnunications are satisfactory or unsatisfactory. 3.4 Procure equipnent and supplies necessary to assist in mitigating the emergency. 1 3.5 Assign an individual to periodically verify habitability of their respective Operations Support Center adhering to the guidelines in 1 Appendix EP-202-3. Report results of this verificationn to the Shift Superintendent. i

Report results to OSC Coordinator. 4.2 Man the status board posted by the OSC Coordinator to ensure Personnel and plant status is maintained in each OSC. (See .i Appendices for status boards).

The operator CSC should coordinate with the control Room and designated maintenance personnel to ensure local permits are peceptly ocupleted to allow a repair work if nec===ary. The Aux. OSC should coordinate with the 1 TSC, Control Roan, and all emergency team personnel to ensure proper ( HP support for all activities in the plant. In these cases, the HP will serve as the HNP. 1.4 Upon leaving their respective Operations Support Center for any reason, delegate his duties to the remaihing senior operator or technician. 1.5 Maintain working knowledge of radiation exposure each marber of their respective OSC is receiving in order to maintain AIARA h,wyi.s during the emergency. 2.0 Operations Support Center personnel shall: 2.1 Upon entering and leaving their respective operations support center log in and out in the designated log or'on the status board. l; 2.2 Enoure proper self-monitoring of their own pocket dosimeters when l performing tasks during the emergency. The team is augmented by other site personnel such as plant janitors, test e:x3 neers, 1 4 l health physics technicians, and others who are not necessarily trained 7.i in the Emergency Plan but will assist under the direction of the team leaders and members. SEARCH AND RESCUE GROUP /FIRST AID GROUP 1he search and rescue group is organized by the Personnel Safety Team Imader at the direction of the Emergency Director. It will consist of personnel who are available and are which knowledgeable of the plant layout and recognize conditions which could result frcan the existing energency condition. The purpose of this team is to search plant areas quickly to locate and rescue victims. Personnel who know plant layout and are , available make up this team are from the following groups: Shift Operators Construction Test Engineers H.P. Technicians Staff Engineers &W=hanna Test Branch Maintenance Field Engineers Plant Janitors INIERIM SECURITY TEAM IEADER AND EAM MNBERS The security tean is made up of the Guard Force. The sergeant of the guard is the Interim Team Imader. The guard force is trained in security -] and e - y Emergency Plan Procedures. It is used if an Emergency Plan Alert, Site Emergency, or General Emergency is declared. 1. The following steps shall be performed, in sequence, by the Shift Clerk or other assigned personnel. 2. Inform each person contacted of the event classification and that 60 minute staffing is required. 1 3. Call pager number if the phone is busy, if there is no answer, or if you know that the individual is "on-the-pager". Individuals may, of course, supply temporary numbers which should be called first. r 4. Contact two staff senior engineers. R. S.
