Enclosed please find the Omaha Public Power District's (0 PPD) " Application for Amendment of Operating License" which supplements the application submitted by References 2 and 3.

OPPD proposed to revise TS 4.3.2, " Reactor Core and Control" to allow the use of either zircaloy or ZIRLO' cladding and proposed the additional reference to Westinghouse Topical Report, WCAP-12610-P-A, " VANTAGE + Fuel Assembly Report,"

dated April 1995 (Westinghouse Proprietary) to be incorporated into TS 5.9.5b.

As a result of telephone communications with members of NRR staff, it was determined that TS 5.9.5b should be further clarified by an additional reference to WCAP-13027, " Westinghouse ECCS Evaluation Model for Analysis of CE-NSSS." Accordingly, Attachment A contains a replacement page for TS 5.9.5b incorporating this topical report into the references.
