NPF-16 The following violation was identified during an inspection conducted on June 11 - July 8,1985.
The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).
10 CFR 50, Appendix B, Criterion V, as ' implemented by section 5.0 of FP&L Topical Quality Assurance Report, requires, in part, that activities affecting quality be prescribed by documented instructions, procedures and drawings and shall be accomplished in accordance with these instructions,

Contrary to the above, plant modifications were performed on Unit 2 in 1984 per plant change / modification (PC/M)-015-283 which added redundant over-current devices to electrical distribution systems to comply with NRC Regulatory Guides 1.63 and 1.75. The addition of these devices resulted in some safety-related relays no longer being testable with the unit at power.
On June 26, 1985, an attempt was made to perform Operating Procedure (0P)
2-0400053, Engineered Safeguards Relay Test, for Semi-annual Surveillance.
The PC/M did not modify the procedures to prevent testing of certain relays.
