The purpose of this letter is for the Connecticut Yankee Atomic Power Company j

N to the (CYAPCO) to supplement the response provided by letter dated March 7,1997 Nuclear Regulatory Commission's (NRC) Confirmatory Action Letter, dated March 4,1997.* Attachment 1 to this letter provides information in response to Action item 2 regarding the engagement of an independent assessor to assess the quality and performance of the radiological control program and its implementation.

CYAPCO acknowledges, as stated in the NRC's Confirmatory Action Letter, that none of the actions discussed in Attachment 1 precludes CYAPCO from taking action as necessary to ensure the health and safety of workers and the public, protect the environment, and comply with applicable regulatory requirements.

j Pursuant to Section 182 of the Atomic Energy Act,42 U.S.C. 2232, CYAPCO will:

1)

Notify the NRC Region I Administrator immediately in writing if CYAPCO's understanding differs from that set forth in the NRC's Confirmatory Action Letter; 2)

Notify the NRC Region l Administrator if for any reason CYAPCO cannot complete the actions within the specified schedule and advise the NRC Region I (1)

Nuclear Regulatory Commission CY-97-033/ Attachment 1/Page 1 Haddam Neck Plant Supplemental Response To Confirmatory Action Letter Action item 2 By March 31,1997, CYAPCO will engage the services of an independent assessor to assess the quality and performance of the radiological control program and its implementation.

ResDonse CYAPCO has engaged Millennium Services, incorporated (MSI) to assess the quality and performance of the radiological control program and its implementation at the Haddam Neck Plant. This broad scope, performance based assessment will focus on the health physics program and its key interfaces to this program. The specific details of the methodology of this assessment are under development and review.

l Findings from the assessment will be evaluated by CYAPCO management and used to develop corrective actions. Preliminary reports of findings will be communicated to plant management throughout the progress of the assessment. This will enable CYAPCO to meet the May 30,1997, deadline for submittal of a plan and schedule to the NRC Regional Administrator for the implementation of improvements in the radiological control program.
