The enhancements made to the Operations Quality Assurance Plan represent an overall improvement to the Quality Assurance Program. In the spirit of the Nuclear Regulatory Commission's interpretation of what constitutes a " reduction in commitment," this OQAP revision is being submitted as such. We believe, however, that this is an acceptable and necessary reduction, and that it will improve the overall safety of the plant. In addition, the South Texas Project has reviewed the revision and has determined that there are no unreviewed safety questions.
