PROPOSED GUIDELINES FOR PREPARATION OF A SOLID WASTE PROCESS CONTROL PROGRAM The Division of Low-Level Waste Management and Decommissioning (LLWM) has becoice aware of t;te Plant System Branch's (SPLB) plans for issuing guidelines to all licensees regarding Process Contrcl Programs (PCPs) for the disposal of low-level radioactive waste. LLWM recognizes the need and importance of these guidelir.es and fully supports NRC's efforts in this area.
PROPOSED GUIDELINES FOR PREPARATION OF A SOLID WASTE PROCESS CONTROL PROGRAM The Division of Low-Level Waste Management and Decommissioning (LLWM) has becoice aware of t;te Plant System Branch's (SPLB) plans for issuing guidelines to all licensees regarding Process Contrcl Programs (PCPs) for the disposal of low-level radioactive waste.
LLWM recognizes the need and importance of these guidelir.es and fully supports NRC's efforts in this area.
We do have a concern that the guidelines will be issued without the necessary input f ram LLWM. The guidelines on PCPs need to recognize and adequately address the regulatory requirements for producing stable waste forms that are contained in 10 CFR Part 61. The guidelines, therefore, are bridging the interface of regulatory responsibilities between NRR, NMSS, and +he Regions.
We do have a concern that the guidelines will be issued without the necessary input f ram LLWM. The guidelines on PCPs need to recognize and adequately address the regulatory requirements for producing stable waste forms that are contained in 10 CFR Part 61. The guidelines, therefore, are bridging the interface of regulatory responsibilities between NRR, NMSS, and +he Regions.

We wish to express our appreciation for your cooperation in this matter.
