MINUTES OF THE CRGR MEETING NUMBER 310 The Committee To Review Generic Requirements (CRGR) met on Tuesday, September 9,.
1997, from 9:00 a.m. to 3:30 p.m. W. Kane (NMSS) was presided, as the Acting Chairman, for the moming session of the meeting and Joseph Murphy (RES) served as the Acting Chairman for the aftemoon session. Attachment 1 contains a list of attendees.
D. Matthews and E. McKenna, both of NRR, presented for the CRGR review and endorsement the proposed Revision 1 to Generic Letter 91-18, "Information To Licensees Regarding NRC inspection Manual Section on Resolution of Degraded and Nonconforming Conditions." contains the presentation material used by the staff. CRGR noted that the staff had not requested CRGR review and endorsement of NUREG-1606, " Proposed Regulatory Guidance Related to implementation of 10 CFR 50.59 (Changes, Tests, or Experiments)" Draft for Comments, dated April 1997;" however, the Committee expressed an interest in reviewing 50.59-related staff efforts in the future. Because clarification of a previously accepted staff position was articulated in this document, the Committee recommended that the staff develop plans to clearly communicate the inspection guidance to the Regions to ensure consistent implementation. CRGR supported issuance of the revised generic letter and the attached inspection guidance without requiring them to be issued for public comments.
L. Shao and W. Norris, both of RES, presented for CRGR review and endorsement the proposed amendments to 10 CFR 50.55a. Attachment 3 contains the presentation material used by the staff. The rulemaking addressed ASME Code construction, in-service inspection, and in-service testing activities. CRGR made extensive cornments which improved the backfit arguments on severalissues. The staff's rationale for the proposed amendments became stronger and more defensible. The Committee recommended specific changes to the Statement
'4 Considerations and the Regulatory Analysis. The CRGR comments resulted in a major l
restructuring of the SOC. Consequently, the bases for various technicalissues were strengthened, and the proposal became more focused. The staff agreed with the Committee i
L that the significance of the issues raised and the value added was commensurate with the additional efforts.

In the context of CRGR review of 50.55a rulemaking, RES staff made a resource-saving suggestion that if the Committee were to rely entirely on the Regulatory Analysis instead of the staff having to answer the required CRGR Charter questions, at least a week would be saved in developing the CRGR review package. The Committee accepted this suggestion and plans to include it in the next CRGR Charter revision.

proposed generic letter on laboratory testing of nuclear-grade activated charcoal. Attachment 4 contains the presentation material used by the staff. The Committee endorsed the proposed generic letter subject to various comments and recommendations.
As the meeting over-ran, Gus Lainas of NRR requested postponing to a later CRGR meeting the briefing on the scope and schedule of the steam generator regulatory framework. The Committee accepted the suggestion.
Questions concerning these meeting minutes should be referred to Raji Tripathi (415-7584).
