Dear Mr. Randolph:

From Sept 7mber 14 through October 2,1998, a safety system engineering inspection and

these inspections were discussed with Mr. Mark Reidmeyer of your staff. The enclosed report

presents the scope and results of these inspections.

The safety system engineering inspection included an assessment of the capability of the

essential service water system and supporting electrical systems. On the basis of the results of

our completed reviews, we concluded that the essential service water was capable of

performing its safety functions. We also concluded that your engineering program continued to

be good, although two violations were identified relative to maintaining a sound design basis for

your electrical distribution system and operating within the assumptions of your design, The

NRC has concluded that information regarding the reasons for the violations, the cocrective

actions taken and planned to correct the violations and prevent recurrence is already

adequately addressed on the docket in the enclosed report. Therefore, you are not required to

respond to this letter unless the description therein does not accurately reflect your corrective
