Dear Mr. Jones:

I am writing to prrpose that an NRC Region IV/ Senior Utility Executive Conference be hela on one day during the month of September 1991.

The purpose of this conference, similar to the one held on August 8, 1989, would be to provide an open forum for the candid discussion of topics of mutual interest and concern.

These topics and discussions would be limited to topics of general interest and not pertain to current plant specific issues.

The meeting would be held in Arlington, Texas, from 9 a.m. to 3 p.m. at a location to be determined, on one of the following days:

September 5, 12, 19, 24, or 26.

Please advise me of your availability and your proposed attendees during tha proposed dates.

Attendance at the conference is appropriate for two or three utility senior executives per f acility and participating NRC staff.

Enclosed is a list of proposed topics for the conference and proposed NRC I

discussion coleaders.

I would appreciate receiving your comments and suggestions for alternate topics, including your preference concerning the proposed tcpics, in order of your priority.

I believe that about five topics could be addressed at the conference with each topic sponsored by both NRC and utility discussion coleaders (f acilitators).

Please select one topic and provide the name of one of your attendees who might act as discussion coleader for that topic.

I would appreciate your response to this proposal by July 1,1991.

I will confirm plans for the conference, including the exact location, date, agenda, attendees, and discussion coleaders, in mid-July.

Should you have any questions concerning this proposal, please call me or Mr. Samuel J. Collins of my staff.

Sincerely, ORIGINAL SIGNED BY ROBERT 0. MARTIN 1
